Joyce Kasirye is a seasoned Human Resource practitioner with 20 years of experience managing HR functions in both national and regional organisations. She has worked across a diverse range of sectors including telecommunications, pension, food processing, apparel, and furniture retail with expertise in both large and mid-sized companies as well as their subsidiaries.
She currently serves as the Director Human Resources and Administration at the Uganda Communications Commission (UCC) where she provides strategic leadership in human capital management, organisational development and administrative operations.
A Chartered Human Resources Analyst, Joyce is a member of the Human Resource Managers Association of Uganda (HRMAU) and the Institute of Human Resource Management (IHRM), Kenya.
Before joining UCC, she held senior human resource leadership roles with the National Social Security Fund (NSSF), Premier Foods Industries Ltd and Alltex EPZ Ltd in Kenya, all part of the IPS Group an affiliate of the Aga Khan Fund for Economic Development (AKFED) where she led strategic initiatives that enhanced workforce capability and operational effectiveness.
Joyce holds a Master’s degree in Sociology from the University of Nairobi, a Bachelor’s degree in Education (Economics & History) from Makerere University and Postgraduate Diplomas in Human Resource Management from the Kenya Institute of Management and ICS London. She also holds a professional qualification in Human Resource Management from the Uganda Management Institute (UMI).
