The Communications Act 2013 mandates the Uganda Communications Commission to manage spectrum resources under Sec 5 of the Act as one of its primary responsibilities. The management of spectrum entails several processes and activities, which include planning and assignment of the scarce resource to various communication services and users.
Services of which resources are assigned may include but not limited to Television and FM radio sound broadcasting, cellular mobile telecommunications, satellite communications, aeronautical emergency and as well as disaster communication services to mention but a few.
