UCC HOSTS HEADS OF GOVERNMENT AGENCIES (HOGA) MEETING
KAMPALA, January 28, 2026 – The Uganda Communications Commission (UCC) was honoured to host the 5th Heads of Government Agencies (HOGA) Meeting at its head office in Bugolobi, bringing together chief executive officers, accounting officers, and senior leaders from Ministries, Departments, and Agencies (MDAs).
Held quarterly, the HOGA forum focuses on strengthening inter-agency collaboration, aligning strategic priorities, and streamlining service delivery to support Uganda’s development agenda. The forum is coordinated by the Office of the Prime Minister as a key platform for advancing whole-of-government service delivery.

The meeting was chaired by the UCC Executive Director, Hon. Nyombi Thembo, and was attended by senior government officials, including the Permanent Secretary, Ministry of ICT and National Guidance, Dr Aminah Zawedde.

Within the broader forum framework, UCC is part of the ICT Cluster, alongside NITA-U, the Uganda Institute of Information and Communications Technology (UICT), Posta Uganda, Uganda Telecommunications Corporation Limited (UTeL), and the Uganda Broadcasting Corporation (UBC).
In his remarks, Hon. Nyombi Thembo underscored the importance of HOGA in enhancing coordination across government, reinforcing service delivery discipline, and ensuring that public institutions remain aligned with Uganda’s national development priorities. He noted that the communications sector serves as a critical enabler of all priorities under the Fourth National Development Plan (NDP IV) and Uganda Vision 2040, supporting sectors such as digital payments, e-government, agriculture, health, education, and trade.
He reaffirmed UCC’s role as a strategic partner to MDAs and called for deeper collaboration to ensure that digital solutions are deliberately integrated into government planning, budgeting, and service delivery for greater and more sustainable impact.
