The Uganda Communications Commission is a body Corporate established under Section 4 of the Uganda Communications Commission Act 2013 to regulate the telecommunications, radio, television, broadcasting and postal and courier services industry in Uganda.
Section 26(1) of the Act, provides that “A person shall not install or operate a television station, radio station, or any related broadcasting apparatus without a license issued by the Commission.”
Broadcasting is defined under Section 4 as the transmission of sound, video or data intended for simultaneous reception by the public.
It has come to the attention of the Commission that a number of people have established illegal public broadcasting / communication apparatus commonly known as “Bizindalos” or outdoor community broadcasting stations.
The Commission hereby notifies the public and warns the operators/owners of bizindalo that this form of communication / broadcasting is illegal and in contravention with the Act. Please be advised that not only is the operation of bizindalos illegal but it is also a public nuisance and an infringement on the rights of citizens to peace and quiet in the areas where bizindalos broadcast.
In light of this illegality, the Uganda Communications Commission hereby directs and orders all operators or owners of these illegal broadcasting apparatus to CEASE OPERATION WITH IMMEDIATE EFFECT.
Please be advised that There shall be no further notice and or order in this regard, and the Commission shall commence enforcement actions as provided for under the Uganda Communications Act,2013.
