  1. The UCC Act 2013 manages the Uganda Communications Universal Service Access Fund/UCUSAF. Through its UCUSAF, the Commission has allocated funds to be used for acquiring consultancy services to develop the UCUSAF Strategic Plan.The Commission now invites eligible consultancy firms to submit sealed expressions of interest for consultancy services to develop the UCUSAF Strategic Plan.The overall objective of this consultancy is to develop the UCUSAF Strategic Plan that will provide a framework for a deliberate strategy implemented by UCC under the UCUSAF, towards the achievement of ubiquitous reach and utilisation of modern communications services. The gist of this objective extends among others to carrying out a situational analysis of UCUSAF, conceptualisation of UCUSAF’s interventions in order to determine the measures necessary for it to deliver the best and all-inclusive outcomes, harmonisation of UCUSAF to the identified policy and regulatory alignments, and ultimately develop the UCUSAF Strategic plan for the period 2022 -2027.
  2. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services, supported with relevant documentation. The consultant shall possess the necessary skills and experience to carry out this assignment. The EOI should indicate among others:
  • Full name of consultant (firm), address, registration details.
  • A brief profile of the consultant, including experience in provision ofsimilar services.
  • Names and summary of educational qualifications and experience ofkey personnel, and.
  • Details of key similar assignments including names of clients andvalues of assignment and period of execution.

3. The short-listing criteria will include:

  1. Relevant experience in provision of similar assignments. Consultants hould have performed at least two assignments of similar nature andmagnitude in the last five years.
  2. Presence of skills and competencies. The Lead Consultant shalldemonstrate possession of appropriate skills holding postgraduate training in either ICT development, social-economic studies, strategic planning and related areas with demonstrated evidence of having conducted at least 3 assignments at national or regional level. The team shall also comprise of at least two other key staff each with at leastfive years of demonstrated experience in the fields of socio-economic analysis in Uganda or other economies similar to Uganda; Demonstrate experience working in the areas of surveys and socio-economic analysis and national initiatives in ICT sector
  3. Key staff should demonstrate experience of a minimum of 8 years in public sector strategic planning processes, policy development and/or analysis.
  4. Consultant experience. Consultant firm should have conducted at least two similar studies (i.e., policy development, strategic planning) at a national level.
  5. Consultant shall be familiar, through experience at the Firm, or key staff member level in the Private and public sector businesses with demonstrated ability to engage with the relevant stakeholders, i.e., ICT policymakers, government officials, and private sector enterprises

4. Consultants may associate with other consultants in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.

5. Preference schemes shall not apply when evaluating Request for Proposals from the shortlisted local consultants.

7. Sealed Expressions of Interest must be delivered to the address below at or before 10.00hours on 24th September 2021
