NOTICE OF EXPRESSION OF INTEREST (EOI) FOR PROVISION OF CONSULTANCY SERVICES FOR REVIEW OF MOBILE TERMINATION RATE AND COST OF SERVICE DETERMINATION.

OPEN INTERNATIONAL BIDDING

PROCUREMENT REF: UCC/SRVCS/21-22/00012

1.     The Uganda Communications Commission (UCC) was established in 2013 by the Communications Act of 2013 (Act No 1, 2013) as an independent Communications sector regulator, with oversight of telecommunications and broadcasting, services in Uganda. Among other functions, UCC is mandated to regulate interconnection and access systems between operators and users of telecommunications services, Regulate rates and charges for communication services with a view to protecting consumers from excessive tariffs and to prevent unfair competition, and to promote competition including the protection of operators from acts and practices of other operators that are damaging to competition and to facilitate the entry into markets of new and modern systems and services

 

In pursuit of the above , the Commission seeks to ensure that pricing of retail and wholesale services is set in a transparent, fair, reasonable and non-discriminatory manner; and to ensure that the established tariff regimes allow for a fair rate of return for investors, are not exploitive of consumers, fair competitive behaviour, and sustainable entry of new players and introduction of innovative and new services in the market

 

2.     The Commission now invites eligible consultancy firms to submit sealed expressions of interest (EOI) for consultancy services for Review of Mobile Termination Rates (MTR) and Cost of Service Determination.

 

The objective is to determine a transparent and cost oriented maximum interconnection rate and undertake a costing of emerging network access services like USSD and bulk SMS and national roaming among others. The comprehensive costing will cover among others domestic fixed and mobile termination rates, on net calls and SMS, Off net calls and SMS, In bound and out bound roaming, Mobile broadband services, Wholesale MVNO services (switching, Billing, Radio network); Wholesale USSD and SMS services, National Roaming and Wholesale Internet Bandwidth.

 

3.    Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation. The consultant shall possess the necessary skills and experience to carry out this assignment. The EOI should indicate among others:

·      Full name of consultant (firm), address, registration details;

·      A brief profile of the consultant, including experience in provision of similar services;

·      Names and summary of educational qualifications and experience of key personnel, and;

·      Details of key similar assignments including names of clients and values of assignment and period of execution.

4.    The short listing criteria will include:

i.         Relevant experience in provision of similar assignments in the last five years. Consultant should have performed at least two assignments of similar nature and magnitude in the last five years;

ii.         Presence of skills and competencies among staff. Consultant shall demonstrate availability of appropriate expertise among staff in areas of Telecom Engineering, Financial Modelling, Cost modelling, Market/Business Analysis,  Legal and Regulatory, Core Network Management, Radio Access Network engineering, Payment/Roaming/Interconnect and wholesale carrier services all at a minimum University Degree level, each with at least four (4) years practical experience.

iii.         Consultant experience. Awareness of domestic and regional telecommunications and network service pricing regimes, Expertise in cost modelling for telecommunications related services, An in-depth understanding local and global technology trends relating to different communications services and An understanding of wholesale/ carrier telecommunication services like termination, roaming and wholesale USSD service.

5.    Consultants may associate with other consultants in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.

6.    Preference schemes shall not apply when evaluating Request for Proposals from the shortlisted local consultants.

7.    Interested eligible consultants may obtain further information at the address given below from 9.00 to 17.00 hours

8.    Sealed Expressions of Interest must be delivered to the address below at or before 10.00hours on 28th March 2022
