PUBLIC NOTICE: Warning against irresponsible use of social and Electronic Communication Platforms

1. The Uganda Communications Commission (UCC) as mandated by the UCC Act 2013 manages the Rural Communications Development Fund (RCDF); a regulatory instrument which is geared towards achievement of universal access in Uganda. Accordingly, UCC has allocated funds towards the cost of services development of broadband roll out implementation plan under RCDF.

2. The Commission now invites eligible consultants to submit sealed expressions of interest for consultancy services for developing the RCDF III Broadband Rollout Implementation Plan. The overall objective of this consultancy is to build stakeholder consensus and bring international best practice in Universal Service Fund (USF) strategic planning, prepare a draft RCDF Broadband Rollout Implementation Plan (2018-2023) and, assist the RCDF team to achieve approval of the plan; finalise the document for adoption, publication and implementation.

3. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation. The consultant shall possess the necessary skills and experience to carry out assignment of this nature. The EOI should indicate among others:

  • Full name of consultant (firm), address, registration details;
  • A brief profile of the consultant, including experience in provision of similar services;
  • Names and summary of educational qualifications and experience of key personnel, and;
  • Details of key similar assignments including names of clients and values of assignment and period of execution.

4. The short listing criteria will include:

i). Relevant experience in provision of similar assignments. Consultant should have performed at least two assignments involving development of Universal Service strategic planning in the last six years;

ii). Presence of skills and competencies. Consultant shall demonstrate possession of appropriate skills (for self and any associates) in Telecom Engineering, Financial Management, ICT Regulation all at Advanced Degree level, backed up with a professional/chartered qualification(s) with a strong train of practical experience, of ten years or more and;

iii). Consultant experience. At least ten (10) years’ experience in providing consultancy in development of Universal Service strategic plans, including one assignment in a country of comparable economy with Uganda.

5. Consultants may associate with other consultants in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.

6. Preference schemes shall not apply when evaluating Request for Proposals from the shortlisted consultants.
