Nora Mulira is a Systems Analyst with extensive, ICT4D and telecom regulation experience. She is the Director of Research, National Council for Higher Education and Senior Consultant, Knowledge Consulting Ltd. (KCL), Uganda. Previously, she was the Research Director IDRC, East and Central Africa Education ICT Incubators in Nairobi, Kenya.
In academia, she was Director /Lecturer Institute of Computer Science, and later Director, Directorate for ICT Support (DICTS), Makerere University in charge of the automation project to establish the ICT network infrastructure and first Enterprise Resource Planning (ERP) system of Makerere up to 2012.
Nora has received awards for research in ICT4D notably “Developing the Information Infrastructure-Agenda for Uganda Project” (DIIAUP) commissioned by the World Bank (InfoDev). The Agenda provided ICT sector e-strategies for Uganda’s first National ICT policy framework.
She holds a PhD. Service Systems, Delft University of Technology (TUDelft) the Netherlands, MSc. and PGD, Management Information Systems (ADMIS), London School of Economics (LSE), University of London, Executive training from the Kennedy School of Government, Harvard University, and Judge Institute of Management Studies, School of Engineering and Technology, University of Cambridge.
