STATEMENT OF REQUIREMENTS

  • Introduction

Section 5(1) of the Uganda Communications Act 2013 (the Act) mandates the Uganda Communications Commission (the Commission) to foster the development of information and communication technology throughout the country. The Uganda Communications Universal Service and Access Fund (UCUSAF) was established by the Uganda Communications Act 2013 as a Universal Service Fund managed by the Commission to foster the development of communication services in the unserved and underserved parts of the country.

The Commission, through UCUSAF, has over years supported the establishment of computer laboratories in secondary schools across the country. This year, the Fund has set aside funds to establish grid-powered and solar-powered computer laboratories in 40 secondary schools. This is, therefore, a call for eligible secondary schools seeking to benefit from this program to apply to the Fund for establishment of a computer laboratory.

  • Background

The Commission, through UCUSAF, pioneered the implementation of computer laboratories in secondary schools as early as 2007. ICT in education having been a priority for the Fund at the time, the Commission through UCUSAF entered a Memorandum of Understanding with the Ministry of Education and Sports to support the sector. Various initiatives in education institutions, especially secondary schools, have to date been implemented for the purpose of driving academic performance, research, and innovation. These initiatives include ICT computer laboratories, ICT clubs, digital science content, internet access and ICT teacher retooling. The key objective has been to integrate ICT in the teaching and learning process.

Under this call, eligible secondary schools throughout the country may apply for a one-time provision of a computer laboratory. Beneficiary schools will be equipped with computers and internet access subsequently. Schools without grid power are also eligible to apply as they will be provided with a solar power system. Maintenance of the computer laboratories will be the responsibility of the school.

  • Target Group

Government-owned or aided secondary schools across the country that have never benefitted from UCUSAF (RCDF) support in the form of ICT school laboratories.

 

  • Eligibility of Applicants

 

4.1    General Criteria

  • A letter from the Ministry of Education and Sports confirming the school’s registration status and location (parish, sub-county, district, division, municipality, city).
  • Must have a suitable school room that can house a minimum of 20 desktop computers at a 1meter spacing.
  • Guarantee funds to cater for the maintenance of the computer laboratory for its sustainability.
  • Guarantee security of the school premises, including the computer laboratory.
  • Set up an active and enthusiastic school ICT club for the students.
  • Avail the computer laboratory to the community around during school holidays when there is no interruption to the normal teaching and learning routine of the teachers and students.

  • Keep accurate records of the equipment and the maintenance routines and provide accurate and regular quarterly reports to UCC on the status and usage of the computer laboratory.
  • Should have an ICT literate teacher.

 

  • Assessment criteria

The applications will be assessed and graded based on the following:

  1. Availability of a clearly filled up application form
  2. Sustainability plan clarity and strength
  3. School enrollment
  4. Regional balance basis to accommodate a 25% share of 10 schools per region (North, West, East and Central)

 

  • Application Timeline

The application call is open effective 17th August 2022 to 16th September 2022.
