However, the highest evaluation scores in respect of the aspect (coverage, quality of service, affordability, technology adoption) and timelines in which that commitment is planned to be fulfilled, shall be achieved by the commitments that best delivers to or as per desired targets highlighted in table 3 under section 7.1.3. The spectrum may be used to provide mobile internet services or Fixed wireless Access. The commitment to be made in respect of either or both shall be evaluated using table 3.
